It is formulated specifically for combination, oily and impure skin thanks to the absorbing action of the clay; on dry skin a more limited use is preferable, perhaps only on the T-zone, to avoid an excessively drying effect.

Can I also apply it to the eye area to reduce puffiness?

No, the eye area should always be avoided: this area is thinner and more delicate and the absorbing action of the clay would be too aggressive; specific dedicated products are used for that area.
